Energy Management Staff:
Energy Conservation Awareness
- Conduct facility manager awareness training, monthly
- Conduct group training at commander' s calls, as requested
- Publicize energy awareness information

- Organize Energy Management Steering Group meetings
Facility Auditing and No-Cost/Low-Cost Savings
- Conduct facility audits of a minimum of 10% of audit able facilities, annually
-- Contactor performed in conjunction with performance contracting
-- Resource Efficiency Manager performed
-- Utility company performed in conjunction with utility incentive/rebate programs
Facility Metering
- Install electrical meters on all required facilities by 2013
- Develop a plan to install gas/water meters on required facilities by end of FY08
Energy Conscious Operations, Maintenance, and Design
- Identify new technologies to test and exploit to reduce energy consumption
- Review new facility designs to ensure compliance with AF policies on LEED certifiable and ASHRAE 90.1-2004 requirements
- Identify and target large energy consumers for energy-centric retro fits and operational adjustments
- Utilize alternative financing (Energy Savings Performance Contracts or Utility Energy Savings Contracts) to help meet these goals
- Send compiled energy-efficient receipts and invoices to public utilities for rebates and incentives, quarterly
Renewable Energy
- Determine feasibility of constructing a wind turbine array on VAFB, pursue the development if mission compatible, FY08
- Determine feasibility of constructing a solar photovoltaic array on VAFB, pursue the development if mission compatible, FY08
Water Conservation
- Identify and develop cost effective water conservation projects.


Civil Engineering Staff:
Energy Conscious Operations, Maintenance, and Design
- Develop projects in accordance with applicable ASHRAE and LEED standards, ensuring that all projects are efficient as possible
- Specify highly efficient equipment in all retro fits to replace existing items of lower efficiency. Specifically include
-- Compact Fluorescent Lamps (CFLs) in place of incandescent light bulbs
-- Premium efficiency motors for all HVAC applications
-- Eliminate use of comfort cooling, except as directed/approved by 30 SW/CV
- Compile receipts/invoices for energy-efficient purchase. Forward to 30 CES/CEOEO quarterly with a memorandum specifying what was installed and where.


Wing/Group Leadership:
Energy Conservation Awareness
- Attend Energy Management Steering Group, quarterly
- Channel important information and initiatives to subordinate units
- Champion support of energy program throughout organization
Energy Conscious Operations, Maintenance, and Design
- Appoint energy monitors to work within organizations to implement base energy policies and coordinate with base energy management staff. Responsible for validating exemptions to base policy and ensuring compliance with energy directives within individual units
- File energy monitor appointment letter with base energy manager
- Direct that the use of cooling equipment in facilities be for mission critical activities only. Comfort cooling request would need Wing CV direct approval
Renewable Energy
- Support energy management staff efforts to determine mission impacts of renewable energy projects.


Squadron Commanders:
Energy Conservation Awareness
- Emphasize economic and environmental importance of energy conservation at all levels of organization
- Include energy awareness/conservation information in commander's calls
Facility Auditing and No-Cost/Low-Cost Savings
- Ensure identified no-cost/low-cost initiatives are implemented and complied with
-- Includes turning off lights, equipment
-- Operational adjustments to save energy
Energy Conscious Operations, Maintenance, and Design
- Validate compliance with energy policies and initiative within their units
- Act as approval authority for use of personal space heaters within a facility
-- Space heaters should not be utilized to supplement existing climate control, unless required for valid safety/health issues.
-- Facility manager shall contact 30 CES Customer Service to address unsatisfactory climate control issues before space heaters are considered for use.
-- All non-approved space heaters shall be removed
- Reduce the number of personal refrigerators, coffee makers, and microwaves - consolidating community appliances to designated break areas
- Review procedures within unit to turn off unnecessary interior and exterior lighting that may be left on at night
-- Ensure "lock up" details include procedures to turn off any lighting not required to meet safety and security requirements
- Evaluate work schedules to shift the maximum number of personnel and workload out of the 1200-1800 time period whenever possible, during the months of April through September
-- Schedule tasks or equipment operations requiring heavy electrical usage before 1200 during these months, when summer energy costs are at their peak


Purchasing Agents:
Energy Conservation Awareness
- Complete Green Procurement Plan training, annually
Energy Conscious Operations, Maintenance, and Design
- Purchase only Energy Star compliant or FEMP designated appliances
- Purchase compact fluorescent light bulbs in place or incandescent bulbs.
- Compile receipts/invoices for energy-efficient purchase. Forward to 30 CES/CEOEO quarterly with a memorandum specifying what was installed and where.


Supervisors (all levels):
Energy Conservation Awareness
- Ensure subordinate participation in required educational activities
Energy Conscious Operations, Maintenance, and Design
- Periodically check work areas to ensure lighting, appliances, and other equipment are being turned off when not required to be in use


Facility Managers:
Energy Conservation Awareness
- Attend facility manager training, annually
Facility Auditing and No-Cost/Low-Cost Savings
- Implement identified no-cost/low-cost measures in facilities, as identified
Individuals:
- Follow feasible operational/procedural changes to save energy, as directed
Facility Metering
- Identify tenant occupied facilities or high energy usage facilities that are not currently metered
Energy Conscious Operations, Maintenance, and Design
- Remove non-energy efficient appliances (such as old refrigerators)
- Report inoperable photocells and timers on exterior lighting to the 30th Civil Engineer Squadron for repair using AF Form 332
- Report cracks and air leaks in the building exterior (walls, windows, doors and frames) to the 30th Civil Engineer Squadron for repair
- Ensure lighting fixtures are clean and well maintained
- Ensure LED (Light Emitting Diode) exit signs are installed (in place of incandescent signs)
- Ensure hot water heating temperatures are lowered to be consistant with hygiene requirements
- (no higher than 110 deg F for office spaces)
- Ensure low-flow faucets and toilets have been installed or identified for installation
- Ensure water heater jackets and insulation is installed and in good repair on tanks and piping
- Ensure the water system is free of drips or leaks
- Ensure that unnecessary loads turned off (hot-water recirculation pumpsfountain pumps, display lighting, etc)
- Ensure HVAC ventilation grilles and fan coil units are free from obstructions (books, flowers, debris)
- Ensure HVAC filters are clean and replaced on a regular basis (at least quarterly)
- Ensure portable electric heaters are not being utilized without squadron commander approval
- Ensure air diffusers and registers are clean
- Eliminate used of personal space heaters and window-mounted air conditioning units
- Adjusting temperature set-points on heating and air conditioning systems to ensure the following temperatures are maintained (excluding mission and communication cooling equipment temperatures):

Heating Season (maximum settings) Administrative Spaces Occupied: 68 F

Unoccupied: 55 F

Shop Spaces Occupied: 65 F

Unoccupied: 55 F

Warehouse Spaces 60 F

Cooling Season (minimum settings) Administrative Spaces Occupied: 74 F

Unoccupied: 84 F

Shop Spaces Occupied: 74 F

Unoccupied: 84 F

Warehouse Spaces Not cooled unless required for proper storage of perishable materials.
