Chief Master Sgt. James A. MacKinley is the Command Chief Master Sergeant, 14th Air Force (Air Forces Strategic), Air Force Space Command and Joint Functional Component Command for Space, U.S. Strategic Command, Vandenberg Air Force Base, Calif. He is the senior enlisted leader responsible to the commander for the professional development, military readiness, and mission effectiveness of enlisted personnel assigned to the command. He provides the enlisted force perspective on operational issues/missions across the Department of Defense space enterprise, which includes JFCC SPACE, the Joint Space Operations Center, and all four (Army, Navy, Air Force, Marines) service components. The command oversees the warfighting capability and operational readiness of the historic 14th AF "Flying Tigers" missile warning, space superiority, space situational awareness, satellite operations, space launch and range operations. 

Chief MacKinley was born May 14, 1963, in Nuremberg, Germany, and graduated from C.E. Ellison High School in Killeen, Texas, in May 1981. He enlisted in the Air Force and reported to Lackland Air Force Base, Texas, for basic military training in November 1981. The chief graduated from the Inventory Management Specialist course at Lowry Air Force Base, Colo., in February 1982.
